Okay, in an open seat race in an off year election things were closer.
Let's put it this way - in the 79th Legislative District the Democratic candidate is going to get at least 7,000 votes and in a presidential election year the most a republican can hope for is 7,000 votes. The trick for the Democratic candidate is to increase the safety margin.
Let's take look at those candidate campaign finance reports (in alphabetical order).
I suppose we should have started with this district. Representative Brian Munzlinger (r) is term limited out and there are two individuals who have started raising money for the 2010 open seat race. The district is in the northeast part of the state - east of Kirksville and north of Hannibal. First, let's take a look at a little electoral history.

2002, an off year election, was the most competitive. At least the Democratic candidate in 2006 and 2008 kept several thousand Democratic voters from voting for a republican by giving them an alternative.

Ah, yes, those open seats. Representative Mark Bruns (r) is term limited out. In Cole County Democrat Cyrus Dashtaki and republican Daniel Klindt are busy raising money, though it appears they're going about doing so in different fashions.

Former Missouri lawmaker Brian Yates couldn't hold back.
Having resigned his seat Dec. 1, midway through his final term, the Lee's Summit Republican let loose last week with a no-holds-barred assessment of the state of Jefferson City....
....Serving in the General Assembly, he said, had become a "scam...."
....The 34-year-old lawyer ticked them off: the passage of legislation in exchange for campaign donations, the underhanded dealings of former House speaker Rod Jetton, price tags placed on committee chairmanships, wealthy folks getting all the attention, all that political money sloshing around the Capitol....
Rep. Brian Yates (R-Lee's Summitt) is officially resigning at noon tomorrow to work full time for QC Holdings. It's a payday loan company, with stores operating mostly as Quik Cash or National Quik Cash.

We did a search at the Missouri Ethics Commission for campaign contributions by QC Holdings during 2008 and this is what we came up with:

The third quarter 2009 campaign finance reports were due today at the Missouri Ethics Commission. In the 121st Legislative District race Democratic challenger Courtney Cole outraised incumbent Denny Hoskins (r - noun, verb, CPA). It could have been worse for Denny Hoskins. If he hadn't had $5000 of help from his CPA friends it wouldn't have even been close.

They can't be supporting him because of his stellar legislative achievements, that's for sure. The republican incumbent industrial complex must be feeling the heat from Courtney Cole (D).
Can't you just feel that Denny Hoskins (r - noun, verb, CPA) grass roots wave washing over you?
The 30th Legislative District in Platte County, northwest of Kansas City (Legislative District map detail via the Missouri House of Representatives).
In the 2008 general election republican incumbent Jason Brown bested Democratic challenger Mary Anne Baier in the 30th Legislative District taking 62.8% of the vote while significantly outspending his opponent. Brown is term limited out for 2010 (he has a committee raising money for a state senate race), so the 30th will be an open seat race in 2010.
Democrat Alexia Norris has formed a committee and has started raising money. At this point there doesn't appear to be a republican candidate who has actively started the fundraising process.
It's that time again at the Missouri Ethics Commission - those July quarterly campaign finance reports have been filed. And we will have plenty of fodder to sift through to feed the content beast.
In the 121st Legislative District, incumbent Denny "landslide" Hoskins (r - noun, verb, CPA) and recently announced Democratic challenger Courtney Cole are the two known candidates with committees. Courtney Cole's campaign committee [pdf] was just organized - there won't be a contribution/expenditure report until the next quarter.

A public campaign financing bill was introduced in the General Assembly last year.
Let's take a look at some of the details for the bill this session:
The 30 Day After Election Reports (pdf) from candidates and committees were due on December 4th. There's always a good chance you'll run into something interesting when you root around the on-line reports at the Missouri Ethics Commission site.
For instance, there were two open seat legislative races in west central Missouri which looked to be good Democratic pick up opportunities this cycle. The Democratic candidates were excellent (and a sign of strong recruiting). The republican candidates appeared to be rather lackluster. The results in the November General Election were not good, though:

Both Democratic candidates lost by small margins (though the 121st Legislative District race is going to be recounted next week). What happened? Money. Lots of it.
The third quarter campaign finance reports are getting filled with the Missouri Ethics Commission. In the 121st Legislative District open seat race between Jim Jackson (D) and Denny Hoskins (r - "I really, really want to be a CPA in the General Assembly, plese, oh please, oh pretty please") we're seeing a rough parity in the amount of money raised by each candidate. What is not evident from these reports is the ungodly amount of money on mail and radio spent on this particular race by third parties. We see (and hear) it in the district.

Hey, there's grass roots small dollar fundraising going on in there.
Let's look at the same for Denny Hoskins (r) who also filed his third quarter 2008 campaign finance report today:
A 48 hour report was filed today with the Missouri Ethics Commission by Michael Gibbons, the republican candidate for Attorney General, showing a single campaign contribution for $1,100,000.00. That's no typo. That's one million one hundred thousand dollars.
This has got to be some sort of record for Missouri.
Don't you just love those grass rootsie republican campaigns? In this republican created crappy economy somebody (or group of somebodies) is throwing that kind of cash at a republican candidate destined to lose in the general election. Wow. Just wow.
On August 28, 2008, our campaign finance world changed. In addition to lifting individual campaign contribution limits, there's a new reporting requirement for those really big contributions:
"All individuals and committees required to file disclosure reports under section 130.041 shall electronically report any contribution by any single contributor which exceeds five thousand dollars to the Missouri ethics Commission within forty eight hours of receiving the contribution. Such reports shall contain the same content required under section 130.041 and shall be filed in accordance with the standards established by the commission for electronic filing and other rules the commission may deem necessary to promulgate for the effective administration of this section."

The current representative in the 123rd, Brian Baker (r) (Is he running for office somewhere?), appears to have the time and the luxury to contribute to David Pearce's whining in the 31st Senate District race.
